Former Mayor Al-Razhmie Halun of Kalingalan Caluang, Sulu and Nurse II Jakaratul Halun of Luuk District Hospital, are facing multiple indictments for violation of Section 8 in relation to Section 11 of the Code of Conduct and Ethical Standards for Public Officials and Employees (Republic Act No. 6713).  They are set to face trial for failure to file their respective Statement of Assets, Liabilities and Net Worth (SALNs) while in the government service.

Case records show that Al-Razhmie failed to file his SALN for ten straight years from 2004 to 2013; while Jakaratul did not file any SALN from 2010 to 2012. Due to preion of the offense, however, Al-Razhmie shall only be liable for six counts of violation of R.A No. 6713, for the non-filing of SALNs from 2008 to 2013.  Meanwhile, Jakatarul is facing three counts for the non-filing of her 2010 to 2012 SALNs.

R.A. No. 6713 obligates public officials and employees to declare under oath their assets, liabilities, net worth, business interest and financial connections including those of their spouse and of unmarried children under 18 years of age living in their households.  This obligation is complied with through the accomplishment of the SALN to be filed with the chief or head of the personnel/administrative division or unit/Human Resource Management Office within 30 days after assumption office; on or before 30 April of every year thereafter; and within 30 days from separation from the service. ###
