Former Lupon, Davao Oriental mayor Arfran Quiñones is facing 44 counts of Malversation of Public Funds through Falsification of Public Documents after he was found to have paid salaries to two employees without proof of service rendered.

In an Audit Investigation Report, the Commission on Audit disclosed that Quiñones hired Arlene Murillo and Leo Lantaco as job order employees from 2005 to 2007.  However, the employment of Murillo was found to be fictitious as the signature affixed in the payrolls was not hers.

In the Resolution, the Ombudsman stated that “there is no evidence on record which shows that Murillo and Lantaco reported for work from December 2005 to June 2007” as “there were no Daily Time Records (DTRs) that would confirm or validate their presence in the workplace.”

With regard to Quiñones, the Resolution explained that “his act of signing the payrolls and certifying that services have been rendered when no such services were extended, renders him liable.”

Murillo and Lantaco are also impleaded in the 44 Informations. ###
