Report on the Rapid Assessment of ICT Utilization for Participation in the Philippines


The study explores how ICT is being utilized by the NGOs for participating in governance. The study shows that despite some constraints and problems associated with the use of ICT in governance participation such as bandwidth connection and the lack of knowledge on the basics of ICT use, there is more use of the internet, and mobile phones in accessing and sharing information and monitoring government performance. Interestingly, the internet is increasingly becoming a promising vehicle in advocacy and mobilization of NGOs especially through social networking and online petition such as expression of views/ ideas.
