GCPE Teaching Exemplars (Revised Edition)



          In 1992, the Office of the Ombudsman conceptualized the program that would integrate positive values into the curricular activities of both elementary and secondary through the collaborative efforts with the Department of Education, Culture and Sports (DECS) now Department of Education (Deped). On November 15, 1995, the Office of the Ombudsman through then Ombudsman Aniano A. Desierto and DECS through then Secretary Ricardo T. Gloria, signed a Joint Declaration of Undertaking marking the beginning of the collaborative efforts between the two agencies in developing instructional materials for both elementary and secondary levels.

          Curriculum writers representing both elementary and secondary levels from Deped and resource persons and consultants from the Office of the Ombudsman developed lesson guides that could be integrated in the subject areas such as Sibika at Kultura, Communication Arts in English, Edukasyon sa Kagandahang Asal at Wastong Pag-uugali, Heograpiya/Kasaysayan/Sibika at Panlipunan.

The copies of the first edition of the Graft and Corruption Prevention Education (GCPE) Teaching Exemplars were printed and distributed in 1999 for initial use in selected public schools. The exemplars composed of modules on the values of honesty, integrity, accountability, discipline and dignity, professionalism and simple living. These will develop the moral character of the students and prepare them to become responsible citizens and future leaders of the country.

To conform with the new Basic Education Curriculum (BEC) issued by Deped, the GCPE Teaching Exemplars were revised in 2004. The revised edition consists of 52 modules both for the elementary and secondary levels. These are also integrated in the MAKABAYAN subjects such as Araling Panlipunan, Sibika at Kultura at Edukasyon sa Pagpapahalaga.

          With the assistance of the European Commission (EC), around 200,000 copies of the revised teaching exemplars were printed in January 2007 for distribution to around 44,000 public elementary and secondary schools nationwide. This is under the EC-Corruption Prevention Project of the Programme Improving Governance to Reduce Poverty in the Philippines.



          The Millennium Challenge Account Philippine Threshold Program Technical Assistance Project (MCA-PTP TAP) provided assistance in the distribution of the exemplars in the around 44,000 public elementary and secondary schools nationwide through the Department of Education’s 2,462 district and division offices. The packing and distribution of exemplars started in the later part of November, 2007 and completed in the early part of February, 2008. For easy coordination, the Office of the Ombudsman provided a venue at the ground floor of the Ombudsman building for two and a half months for the 20-30 working force of the Philippine Postal Corporation (PPC) tasked to do the packing and transporting of the exemplars to all the areas of the country. Each package has a monitoring sheet, DepEd Memorandum No. 237 dated June 13, 2007 signed by Secretary Jesli Lapus and 4 GCPE books for the elementary and 8 books for the secondary level.

Monitoring Visits


          Considering that not all themonitoring sheets were returned by Division Superintendents and District Supervisors to the Office of the Ombudsman and Department of Education, and to ensure that majority of 200,000 teaching exemplars were distributed by the district and division offices to public elementary and secondary schools, respectively, three monitoring teams from the MCA-PTP TAP, Office of the Ombudsman and   Department of Education were formed to conduct simultaneous monitoring visit to selected public schools in the areas of Luzon, Visayas and Mindanao.

For the three teams, a total of 112 public elementary and secondary schools were visited for six days in the months of September and October , 2008 .  The areas covered for Luzon were Regions I (Ilocos Sur/Ilocos Norte), IV-B (Palawan), and V (Albay/Camarines Sur) with 31 schools; for Visayas, Regions VI (Iloilo), VII (Negros Occidental), and VIII (Leyte) with 40 schools; and for Mindanao, Regions X (Misamis Oriental/Lanao del Norte), XII (Sarangani/North Cotabato, and XIII (Agusan del Sur/Agusan del Norte) with 41 schools. Out of the 122 schools, 78 or 70% of the schools received their copies of the exemplars while 34 or 30% did not receive their copies

 For documentation purposes, each team required each school principal or his assistant to answer the questions on the  2nd Monitoring Sheet which seek to ask information as to receipt of allotted number of copies of exemplars and its modules integration in the Makabayan and others subjects, among others. The copies of exemplars were also required to be shown to the team for the taking of picture.

Additional 14 schools in Pangasinan and 6 schools in Metro Manila were also monitored.


In promoting the full integration of the GCPE TE modules in the MAKABAYAN, the following activities were undertaken:

  • Conduct of teaching demonstrations of the twenty-two (22) GCPE TE modules in the Divisions of Manila, Quezon City, Caloocan City, Pangasinan I and II, Baguio City, Batangas City and District II of Bacoor, CaviteAs a result of teaching demonstrations, the Division Superintendents, District Supervisors, Principals and Makabayan teachers who attended the demonstrations expressed their commitment to support the full implementation of the program in compliance with DepEd Order
  • Monitoring visits to 19 schools on the receipt and implementation of the program
  • Conduct of 4 orientation briefings to the Makabayan Teachers and JGU teacher-advisers
  • Meeting with JGU Advisers regarding monitoring of the implementation of the Program
  • Provide more than 500 copies of exemplars and tarpaulins to schools visited
  • Coordination with the representative from the Bureau Secondary Education for the issuance of a new DepEd Memo to fully implement the GCPE TE at the school level and to reconvene DepEd TWG to work with the OMB’s counterpart for the monitoring of the implementation.

2010: Based on initial monitoring conducted in NCR and Oriental Mindoro public elementary and secondary schools, 44 schools have been validated to have received and adopted the GCPE modules.
