CONRADO M. VASQUEZ
1988-1995

Justice Conrado M. Vasquez is the first Ombudsman of the Republic of the Philippines. He was appointed by then President Corazon C. Aquino in May 1988.

He showed consistent academic excellence during his school years. He graduated as class valedictorian in Biñan Elementary School and U.P. High School. Obtained the degrees of Associate in Arts (cum laude) and Bachelor of Laws (valedictorian and cum laude) at the University of the Philippines. He passed the bar examination in 1937 with a rating of 88.65%.

Prior to his appointment as Ombudsman, he held the following government posts: Attorney at the Department of Justice (DOJ) (1939); Chief, Legal Research Division, DOJ (1946); Chief, Law Division, DOJ (1948); Technical Assistant to the Secretary of Justice (1950); Judge of the Court of First Instance of Batangas (1954); Judge of the Court of First Instance of Manila (1961); Associate Justice, Court of Appeals (1973); and Member, Presidential Commission on the Safety of Nuclear Plants (1979). In 1982, he was appointed Associate Justice of the Supreme Court.

He was a professor of law and a bar reviewer at the Far Eastern University, San Sebastian College, San Beda College, National University, and Philippine Law School. He was also a professorial lecturer at the U.P. Law Center.
