In the past decade, women’s rights and governance have separately been at the
forefront of the global development agenda. The marked focus on these two
concepts was brought about by the realization that economic growth alone does not necessarily result in sustainable development or a reduction in poverty. On the one hand, it is argued that engendering development empowers the women and the marginalized, thus enabling them to participate in the development process. On the other hand, an emphasis on governance and institutional arrangements create the enabling environment conducive to sustained growth.
