The TNA framework used in the study covered the following areas (1) Job Analysis, which validated competency requirements and performance standards required of each position; (2) Trainee Analysis, which focused on the investigation of incumbents’ competencies vis-à-vis established competency requirements and performance standards of the respective positions; and (3) Data Analysis, which focused on the identification of learning/training needs that can be responded to by training intervention.

The purposes of these activities are to inform participant on the Rationalization Program and the change management principles and processes involved; conduct of the strategic review of the operations and organizations of the Executive Branch, and the preparation by the Department Secretaries of a Rationalization Plan for the whole department; and new steps in the rationalization effort.

In preparing the first draft of this report, the author brainstormed with the following DBM officials/personnel: (a) Directors Virginia Garriel and Romeo Hordejan; (b) Assistant Directors Rebecca Olayon and Gisela Lopez; (b) Acting Assistant Director Myrna Chua; and, (c) Ms. Evelyn Managuelod and Ms. Mercy Navarro.
