This Plan presents directions and strategies on how the country may fulfill its human rights commitments and obligations as a signatory to the eight (8) core international treaties, even as it focuses on addressing the needs of society’s critical and vulnerable sectors. In the process, Government’ role as duty-bearer is better appreciated as agencies bring forth improvements in their respective plans, programs and projects by shifting the fulfillment of people’s needs to the fulfillment of their rights under the HRBA to development.
