It has been developed and its implementation coordinated and supported by Civicus World Association for Citizen Participation. Between 2003 and 2006 the CSI was implemented in over 50 countries worldwide. The Philippines is now included in this new round of CSI implementation. This round of CSI seeks to assess the state of Civil Society, measuring the following core dimensions: Civic Engagement, Level of Organization, Practice of Values, Perceived Impact and External Environment.

Tools can be simple extensions of the five senses, to complex mechanisms for extending the total mental and physical limits of humans. The Ringlemann Smoke Chart is the simplest social audit tool known to humans. On the other hand, the Millennium Development Goals are a complex tool for getting humans to agree on what it means to “develop”.

The study shows that despite some constraints and problems associated with the use of ICT in governance participation such as bandwidth connection and the lack of knowledge on the basics of ICT use, there is more use of the internet, and mobile phones in accessing and sharing information and monitoring government performance. Interestingly, the internet is increasingly becoming a promising vehicle in advocacy and mobilization of NGOs especially through social networking and online petition such as expression of views/ ideas.
